Public Authority cannot seek relief even before replying to notice from SIC
Applicant sought information from a Public Authority. There was no reply from the PIO. Applicant complained to SIC and the SIC issued a notice to the Public Authority. PA then directly approached the High Court for relief. High Court ruled that the PA cannot seek relief even before replying to the Notice from SIC.
