SIC is not a "Court" but has powers of a civil court only for the specific conditions under Sec 18(3)
The Gujarat High Court has ruled that SIC is not a "Court" and that Contempt of Court Act cannot be applied to it. It has also ruled that the SIC is entrusted with certain powers of a Civil Court specifically for the the powers listed in Sec 18(3).Sec 20 provides enough powers to the SIC to penalise officers who do not comply with the orders of the commission.
