NEW DELHI: In an unexpected twist to the ongoing battle over gas supplies from the Krishna-Godavari basin, Anil Dhirubhai Ambani Group company Reliance Natural Resources (RNRL) has invoked the Right To Information Act to seek vital details about the D6 block in the K-G Basin where Mukesh Ambani-controlled Reliance Industries (RIL) has found huge gas reserves.

In an RTI application to the petroleum ministry, RNRL has asked the government to furnish “file noting/recall recommendations related to the development plans and addendum” for the deepwater block KG-D6 submitted by RIL and its partner Niko Resources to the upstream regulator.

This comes even as both the companies — Reliance Industries and RNRL — are battling it out in the courts over the
legitimacy of a gas contract signed between them. Reliance Industries, which is scheduled to enter the gas market by June 2008, has recently invited for price bids from potential customers.

The applicant has also asked the government to furnish “final approval letters for the development plan”. The applicant, Neha Seshadri, has requested the government to send the information to RNRL at Reliance Energy Centre, in Mumbai.

RIL’s field development plan, which had initially pegged the cost of developing the K-G basin block at $2.5 billion, revised the figure in end-2006 to $5.2 billion. The upstream regulator, Director General of Hydrocarbons, has even approved the revised cost estimate.

RNRL also sought information on addendum to the development plan for the block and details of the approval accorded to the plan by the upstream regulator. It has also requested the government to provide clarifications and queries raised by the ministry and DGH with respect to the plan submitted by RIL.

The application also demands details of replies furnished by the operator to the government. The application was filed in the petroleum ministry on May 30, 2007.

Just wondering, if this was submitted under RNRL's letter head as a company or by some individual as a "citizen" ? Will be interesting to see the response and whether the issue of definition of "citizen" under RTI act is clarified once and for all.
