I do not know if there is priority or urgent hearing at CIC/SCICs of second appeal/complaint u/s 18/19, when there is question of life and liberty of the appellant/complainant. Since PIO has only 48 hours time limit for such applications, FAA and CIC/SCICs should also accord top most priority for such cases involving life and liberty. Rules can be amended at commission level also. The members may please discuss these issues in this forum.
