Need Help: How to get information of any hindi dainik newspaper's Mandal office and employees therein

Dear Forum Members,
Its my pleasure to write for the first time in this forum. and thanks to this platform to redress my greivances.
my problem is as follows:
1. My neighbour is "X" whose brother in law "B" is working in Hindi Dainik "Aaj" news paper in west U.P. in saharanpur.
In front of Mr. X's house the nagar nigam's road bredth is 30 foot and Mr. X with the help of Mr. B on the spot
has created a concrete long wall on the road as well as a tin shade of 15 foot from his main gate to next 15 foot
long on the Nagar Nigam's road. However Mr. X is neither having "Bainaama" or any sale or purchase deed of his
land where he lives in. Now Mr. X to avoid any legal complications recently paste the boards of Mandal aawas and
'Aaj' Hindi Dainik Newspaper and also Arhaan News paper. so that local authority by the fear of newspaper wala
would not take any immediate action.
2. I have approached the concerned authority like the Commissioner, District Majistrate, and Nagar Nigam Aayukt
and complained to them in writing. But all is in vain. No action has been taken to free the nagar nigam's road from
his capture. Another problem is that U.P Govt. is basically have idiology and tendency not to work against any
Muslim. Mr. X belongs to Muslim community.
3. I know the name of the chief editor of 'Aaj" hindi Dainik is Mr. Sardul Vikram Gupta but I dont know the address of
'Aaj' Hindi dainiks Head Quarter Office. I am sure Mr. sardul does not have information of his correspondent's Illegal
act. I have proof of the onspot making the concrete wall in which Mr. B is helping in making the wall.
3.My purpose is How to get the information of "Aaj" hindi dainik's Mandal Office Aawas and the
name of the employees working in our area. Where to deposit the required fees for RTI and where to write for
information from any newspaper.
I am in urgent in need for the information . I will be highly obliged if any forum member have this information.
