RTI activist should help PIO's to form PIO forum?

Dear and Respected Members,

I am in this rtiindia.org as member for the past 8 months.

I am of the strong opinion that RTI activists need not help the PIO’s any way.

Because of my continuous efforts and with the guidelines of this great forum I have filed nearly 101 RTI applications both with the Central and various States.
The first thing is the Government has provided enough information about the RTI ACT/RULES in their own Official WEBSITES itself. The PIO’s are not interested in reading them properly mainly because of two reasons:-

(a)The do not attach much importance to their RTI ACT/RULES.
(b)Invariably the PIO’s of the opinion, no one can question them.

Many Government Officials have called me over mobile and threatened me to withdraw the RTI application and many started offering money. In my opinion (I may be wrong in this) the following are main reasons for such happenings:-

(1)Many PIO’s are not aware about their OWN DEPARTMENT.
(2)Many PIO’s are corrupt enough to take care of their own packets.
(3)Many PIO’s are under the impression/opinion that the RTI ACT/RULES are phoo…phoo…

In fact I came to know many State Governments are spending lot of money in training the PIO’s by offering Special /Basic and Refresher courses on RTI ACT/RULES.

PIO's donot come from other planet. They are part of our society. Pan India, PIO's give same casual treatment to RTI work as any other public work. This has infact increased their work (without any reward for them) which they donot like. This is national character of our all chote and bade babus.

However if you feel this needs to be challenged, than continue raising rational issues though RTI and remain persistent.

Hon'ble members. In view of your friend, these PIOs come from our society, but they have to follow rules and regulations of society otherwise society will expel them. If any limb of the body is rotten, then Dr. (Surgeon) separates that bodily organs from the body otherwise it will cause infection to nearby bodily parts. Hon'ble friend we can not tolerate erring PIOs and tendency to sit on the table like idle , asking for gutka intervally, having gossips with ladies subordinates, scolding common man requesting for redressal of submitted grievances, as well as will be no more tolerated.

Can you give me the source where you have collected this information ? My experience in my organisation is that when you want to conceal some information it will take effort, when you are attaching the correct information it can be merely take some hours, if the record retention policy is followed uniformly.
