Delays in response
Nowadays, there is a tendency by Ministries & PSUs to delay or to respond tangentially or to respond with part reply which all appear to be deliberate. This is happening since last one year. They were responding promptly earlier. How to deal with this tendency?

Take it all the way to the CIC or SIC in second appeal and get a penalty imposed on the erring PIO.Sponsorer
This is happening because the PIOs know that there is a huge pendency in CIC/SIC and when the matters finally come up for hearing they will be let off lightly.

Hon'ble members. In view of your friend, the root cause of increasing pendency in commissions is due to lackadaisical approach of commissioners in awarding penalties on PIOs for violating the provisions of transparency act. Since most of CICs and ICs come from bureaucratic background so they have simpathy towards the PIOs. I have personal experience of cases in which hearing is taking place since more than two years in U.P.S.I.C. like case no. 169 of year 2009 , 171 of year 2010, I know it well that the day I will not attend the hearing of case will be disposed by U.P.S.I.C. on the same day. The sheer dereliction on the part of PIO is a part of well planned conspiracy being hatched by erring commissioners and public authorities in order to non suply of information of information seeker.
