RTI application for Marriage Hall in case of Building Permission?l

Sir,
in the year 2008 I have constructed a RCC three storied commercial building with a motive of opening a Marriage Hall and accordingly took the necessary permission/NOC from the Guwahati Metropolitan Development Authority after submitting proper Drawing. At the time of procuring the Trade license from the respective Deptt. of Municipality, necessary Traffic Police verification has also been made for sufficient Parking space and on the basis of setisfactory report they have issued the Trade License.
Recently, when a hue an cry has started in the Municipal Authority on the issue of insufficient parking space of certain Marriage Hall, Municipal Authority served a notice to all the Marriage Hall Owners to submit the copy of NOC and the approved plan of the building. On submission of the same I came to know that, at the time of apply for NOC it is to be mentioned that the building is meant for the Marriage Hall purpose and accordingly they have asked to procure a fresh NOC in this respect from the GMDA.
Now I would like to apply under RTI Act. to get the information that,
1) what is the guide line of getting the permission for a marriage hall?
2) whether this guide line was in-force in the year 2008 or prior to that? etc...

Therefore I need help from the forum regarding how to frame the application and what should be the probable queries in this respect.

1. Provide copy of guidelines to be followed for getting permission to put up a marriage hall
2. The date on which these guidelines issued
3. The date from when they are applicable
4. I want to inspect the all files related to the issuing of these guidelines.
Please inform me the time, date and venue where I can inspect the file
