    Petitioner approached court to direct the Central & State Governments to make specific Provisions/Rules pertaining to specific time limit for disposal of complaint Under Section 18 of the RTI Act, 2005 by the Central and State Information Commissions in absence of such statutory provision under the Act

    The Orissa High Court has ruled that a Court cannot interfere in a legislation.

    Hon'ble Calcutta HC had observed that open end of Appeals & Complaints is an error on the part of the law makers.

    "The Right to Information Act does not impose any deadline on the disposal of second appeals by state information commissioners. It is an error on the part of lawmakers. The commissioners should dispose of appeals within 45 days"

    Definitely that was a specific order, where Hon'ble calcutta HC pointed the deficiency in the provision of the ACT.

    In case The Right of Citizens for Time Bound Delivery of Goods and Services and Redressal of Their Grievances Bill 2011 which is pending with standing committee becomes reality, there will be a TIME cap for decisions of CIC/SIC.

    In Consumer Protection Act, there is time limit of 6 months for district consumer fora, but in practice it is never followed and there is delay of 1 to 5 years!
