Maharashtra SIC also starts rejecting Complaints under Sec 18
Maharashtra SIC has also started rejecting direct Complaints under Sec 18 of the RTI Act.
Although I cannot understand Marathi, it seems the orders is asking the complainant to first file a first appeal under Sec 19(1) and then come to the commission under Sec 19(3) only.

You can lodge a direct Complaint under Sec 18 to the CIC or SIC if any of the conditions under Sec 18(1)(a) to (f) are met.
There is no time limit for filing a Complaint under Sec 18.
While disposing a Complaint, the CIC and SIC have no powers to order the public authority to disclose information - as per the latest Supreme Court Judgment.
You can also approach the Commission by way of second appeal under Sec 19(3) of the Act. However, it is mandatory to file a first appeal under Sec 19(1) and wait for the FAAs order (or the time limit of 45 days to be over) before you can file a second appeal under sec 19(3).

Hon'ble member. Complaint under section 18 can be file in order to get the compliance of order of commission and not to seek the information. Suppose under subsection 8(b) of section 19 of transparency act, commission directs the CPIO/SPIO to compensate the loss or detriment suffered to appellant and CPIO/SPIO did not comply, then appellant will seek remedy under section 18 of R.T.I. Act 2005.
