As we all know that,so many decisions/judgements passed by CIC/SIC/Hon'ble High Courts and supremecourt, on various sections of RTI act. But the CPIO/ PIO's
with out knowing the basic things of the Act, committing the same mistakes such as denying the information's/delaying the information's/supplying misleading information's etc., whether they know the basic of the act or they want to play with the information seeker. So many PIO/CPIO's punished under RTI Act., till now no CPIO/PIO want to change their attitude.

Try to make a list of PIO/CPIOs list from CIC website.You will be amazed to know the PIO/CPIO when punished, the department acted under RTI Act 2005.But try to gather information for past six months, I know it will take time but as I was reading except IC Shailash Gandhi no-one was interested in penalising PIO/CPIO .

Hon'ble members. Whenever there is discussion about section 20 of transparency act, then two points are takenup on the forum. 1-How much pecuniar penalty have been imposed by information commission on the erring PIO. 2-Whether imposed penalty recovered from erring PIO. I think that many PIOs were penalized by the U.P.S.I.C. but unfortunately never recovered. Some times I think that perhaps same practice may be in CIC. As a whole my view point is that penal provisions are used in order to get compliance of provisions of act but when penal provision will be made ineffective by conspirators then whether compliance of provisions of act will be possible.
