PIO shifting the responsibility of replying RTI application.
Dear Members,
Recently I have filed 4 RTI Applications with PIO are in-chrge of a particular region(District level).
The PIO has simply forwarded my RTI Application to other PIO's(Who are his subordinates at Taluk Level).
I have received reply from some of the PIO's(From the subordinates at Taluk Level)).
Now it is almost more than 30 days I have not received any reply from many PIO's(Subordinates).Now my question is
Whether I can file First Appeal against the PIO who is operating at the District level for delay in getting reply from the Taluk Level PIO's.
or
Whether I can file an appeal with the Zonal Level AA against regional level PIO for delay in getting reply.
Kindly advise me.

You may file FA after 35 days from the date of forwarding. File FA with district level AA.

In your case once after 35 days from the date of receipt of application you can file appeal
6(3)(ii) the subject matter of which is more closely connected with the functions of another public authority,
the public authority, to which such application is made, shall transfer the application or such part of it as may be appropriate to that other public authority and inform the applicant immediately about such transfer:
Provided that the transfer of an application pursuant to this sub-section shall be made as soon as practicable but in no case later than five days from the date of receipt of the application.
7 (1)
Subject to the proviso to sub-section (2) of section 5 or the proviso to sub-section (3) of section 6, the Central Public Information Officer or State Public Information Officer, as the case may be, on receipt of a request under section 6 shall, as expeditiously as possible, and in any case within thirty days of the receipt of the request, either provide the information on payment of such fee as may be prescribed or reject the request for any of the reasons specified in sections 8 and 9:
The transfer time of 5 days cannot be taken in 30 days time. after 35 days of receipt of your application you can file the appeal before FAA.

This is the same public authority.
There is no transfer allowed under Sec 6(3) within the same public authority.

If the subordinate at Taluk level has it's own place as an PIO how he will be called the same public authority?
