Misleading information's by PIO under RTI

The PIO of registration department in his reply against my RTI application replying to my question that how he would take the against the stamp duty evasion, replied, that the action will be taken under Indian registration act under section 27 and 64 for evasion of stamp duty. But section 27 of Registration act speaks about "WILL" I don't know how he will take action under this section.
The PIO doesn't know about the registration act working as Sub registrar in the registration department.This clearly indicates the PIO/CPIO just for name shake replying too the RTI applications making the applicants fools also underestimating the applicants under RTI Act.

But they should be shameful of themselves for knot knowing the Act which relates their woking department the Govt. also should take necessary action to teach the Act to them.
