    C.B.S.E. has designated "Link Officers", besides PIOs, who can work as Appellette Authority/ CPIO/ ACPIO

    While RTI Act preambles to bring transparency and accountability in the functioning of Public Authorities, however these PAs are trying to act smart by creating new extra constitutional designations like Nodal Officer, Helpline, Nodal PIO etc to simply confuse general public and preampt the very purpose of RTI Act.

    I came across new designation of "Link officer" on the website of CBSE. As per CBSE website (Link: To Whome the RTI Application to be Sent for Speedy Delivery. List of designated PIO/Appelate authorities under RTI Act-2005), these Link officers would function as First Appeal Authority/ PIO/ ACPIO........

    Is it proper?

    As far as RTI Act is concerned, it recogonises the following:

    Applicant
    APIO
    PIO
    FAA
    IC

    All others can be safely ignored.

    Why are you worried about Nodal, Link, Helpline etc......?

    It is to make members aware such things exists and may be taking decisions on behalf of PIO/ FAO.

    As recently one of my First appeal was forwarded by FAO to his sub ordinate, who decided my first appeal.

    Hon'ble members. Public authority is creating such nodal officers post performing functions of F.A.A. and PIO is mockery of provisions of R.T.I. Act 2005. This is conspiracy to confuse information seekers as well as increasing loopholes for violators of transparency act. This new practice to get the RTI communique processed by the nodal officers will create new pattern in the system and transparency panel itself will face complications in the appeals and complaints. This mockery of transparency act must be stopped by the transparency panel.
