Can someone clarify as to why CIC needs these special rules and why they cant follow the general CCS rules ?

I think each service/cadre is recruited under its recruitment rules which governs recruitment, deputation etc. and promotion. Hence for the Group-A, Group-B and Group-C & D cadres of CIC separate RRs have to be created as none existed prior to RTI ACt-2005 and no posts existed prior to opening of Commission. thanks

So, do you mean to say that every time a new statutory body is created, a new set of rules have to be framed ?

Are there separate RRs for National Human Rights Commission, CVC, Women's Commission, etc.... ?

I think logically the answer is yes; since the commission did not exist prior to its birth so no RR would exist.
The respective commissioner are recruited/appointed under some existing "RRs" but their staff and officers cannot be appointed/promoted under the same “RRs” hence new RRs for them need to be created if it does not exist (I feel). thanks
