About Road Tax payment after moving a vehicle from one state to other

Dear Sir,
I have recently relocated from Bhubaneswar (Orissa) to Nagpur (Maharashtra) due to change of Job. I have one car and a bike both registered at Bhubaneswar (Orissa). Before coming to Nagpur, I have obtained the NOC for both these vehicles.

My First Querry are

Q. 1. How long vehicle NOC is valid in Maharashtra State.

Q. 2. As I intend to re-register both vehicles car and bike at Nagpur (Maharashtra). I have to pay road tax for Maharashtra state for the same. However, the road tax for these vehicles has already been paid at Bhubaneswar (Orissa). The procedure for completing all these formalities is very time consuming and common man doesn’t know how to do it.
Is it possible that the tax already been paid in other state for the said vehicle get automatically transferred to a new state where the vehicle in moving by intimating the Local Road Transport Office about the arrival of vehicle in new state. And the differential amount of tax if any can be simply paid online. This would save time and energy of a person relocated to a new place.

This suggestion I would like to put forth due the fact that the tax refund claim in the previous state is again a lengthy procedure.

I have a bike for which i have already paid road tax to gujarat government, now for 1 year i would like to take my bike to maharashtra. So I would like to know whether for just 1 year, should I have to pay the road tax again to the maharashtra government.
