All PAs to strictly follow CSMOP in dealing with Dak

Attached is an order of the CIC wherein it has stated:

Be that as it may, it is expected of all public authorities, especially the
President Secretariat, to strictly follow the office procedure in receiving and
despatching all kinds of dak and acting on those. In the case of RTI
applications, special care ought to be taken because there is a statutory
requirement of providing the information within 30 days. We hope that there
would be no such lapses in future.

Many times we RTI applicants are faced with responses from PAs or PIOs that the RTI application was received on XXXX date but diarised on YYYY date and finally received by the CPIO on ZZZZ date !

This order will come in handy for such applicants in arguing first and second appeals.

The CSMOP states that Dak must be distributed on the same day on which it is received.

If for some reason it cannot be distributed on the same day, it must be distributed on the next day at the latest.
