Yes you can , just frame your queries correctly [ questionnaire not permitted under the Act ]Sponsorer
like :
plz provide certified copies of the Rules and Procedure which permits conducting exam of 2nd semester of MBA before declaring the result of 1st semester by this Public Authority
plz provide certified copies of the documents showing the time frame to be adopted by this Public Authority for declaring results of various courses conducted by it .
So file an RTI Appl with prescribed fee and in accordance with relevant RTI Rules and keep your fingers crossed . Never give up .

re: RTI for university exams
You can file a RTI application with the PIO. Details of PIO will be available on the website of the organisation/department, under the "RTI" link. Or simply call that office and ask "Who is the PIO in your office under the RTI Act 2005. I want to file a RTI application." ?
Your RTI Application has to be as per the RTI Rules and Fees for the Karnataka.
These are available in the Guide section of the Portal: RTI Guide
Please read the other articles in the Guide section as well as the links given in the FAQ here: RTI FAQ
These will be of help to you during the RTI process.
