Continuity of records in office of Leader of Opposition...
See the attached order.
Office of Leader of Opposition said they have “no records”.
So, first I congratulated them on being India’s first paperless office.
Then asked them whether there is any paper in the dustbin….that is also a record !
Finally CIC uses the words “may decide” in his order:
After carefully considering the facts of the case, we cannot hold the
CPIO in the office of the present LOP responsible for not having those records
which the Appellant had sought; after all, no such records were handed over to
them. However, there is merit in the argument of the Appellant. The records in
any public office should be maintained with some degree of continuity so that
the citizens can, whenever they want, access such records. The office of the
LOP may decide to classify those records which are to be retained on a longterm
basis and catalogue and index such records so that these could be
handed over to the office of the successor.
Obviously they will never comply with such an order.
Amazing how things function in this country.

Amazing. I am sure such record might have helped LOP politically. She had opposed appointment of Vigilance commissioner, which made her look far better than the ruling party people.Sponsorer
May be the instinct of not providing information proved far more stronger.
