Govt wants to appoint only such persons who are attitudinally groomed to keep things secret and who better than senior babus to be best choice as ICs?

There are so many reasons for such appointments.
1. Civil servants' craze to find a sinecure post after retirement.
2. Govt's comfort level with a known devil rather than with an unknown angel.
3. General perception that the 'eminent personalities' are too focused in their own areas of expert to have a wider vision.
4. The power to lobby, which the civil servants have in abundance compared to the other categories under consideration.

It is also true that all bureaucrats are not anti-transparency. But the majority are. This is not necessarily ideological, but mostly due to their grooming.

The solution is to have a proper well laid-down procedure and criteria for selection of ICs. Making a short-list and putting it in public domain for debate and discussion will only result in the most vociferous groups cornering the posts just because of their ability to orchestrate opinions in their favour.

There is not even a slightest scintillation of sense in considering only babus for the post of IC's.....But govt's cognitive perception is that to lure the so called eminent(general public in govt point of view)by laying notifications..so that to potrait it as a fairplay, but finally luck always favours our babus with greatest sense of scintillation.
