Obtained copy of GPA through RTI
I bought a plot of land (residential) on the outskirts of Bangalore in 2003 through a housing society. The sale deed was executed in my favour by the secretary of the housing society who held the general power of attorney (GPA) executed by the owners of the land. Unfortunately, I failed to collect a copy of the GPA from the society at the time of purchase. Recently I was required to provide all the documents of the property to the bank for a loan, one of which was the certified copy of GPA. I applied for a copy of the GPA at the sub-registrar's office but I was told that since I was not a party to the GPA, as per rules they could not provide the copy without the consent of the first and second parties. The society was unhelpful and I could not locate the original owner. I approached the sub-registrar with my request, but she too said she could not give the copy of GPA. She showed me the rules book. However, she suggested a way out: give an application under RTI Act., which I did and she approved the issue of certified copy of GPA. I got the document in a week's time after paying the stipulated fee.
I found this to be a strange case where the authorities are not only helpful but also suggesting the use of RTI.
