    Why ICs fail to record the submissions of applicant while making decision.On the other side when PA (PIO/AA) says anything they jump on it.

    "After hearing both parties and after perusing the facts
    on record, Commission is satisfied that full and complete
    information has been provided to the appellant by the public
    authority. Commission cannot accept the averments of the
    applicant that there are minor discrepancies between the facts
    as given to him and the total work experience as given by the
    third party at the time of his appointment to the DRT. By his
    own admission, appellant is attempting to settle scores with
    the third party on account of his dissatisfaction with one of
    the judgements pronounced by the third party which is not in
    favour of the appellant. In our view, this is a blatant and
    most obvious misuse of the RTI Act and appellant is warned to
    desist from such actions in future. Appeal is dismissed. "

    They are perhaps above section 4(1)C, and 4(1)d:

    c) publish all relevant facts while formulating important policies or announcing the decisions which affect public;

    d) provide reasons for its administrative or quasi-judicial decisions to affected persons.
