RTI application was not accepted / returned back

Dear All

On 29/ 06/2012, I had filed one RTI application (on behalf of my relative) to office of Deputy Commissioner Ranchi for seeking Information regarding office handling Land mutation matters.

On 03/07/2012, the same RTI application was returned back to me or we can say the RTI application was not accepted.

On the back of envelope the concerned staff had inscribed in Hindi that letter is returned back, because designation is not written (PAD NAME NAHI LIKHA HONE KE KARAN VAPAS KIYA JATA HAI)

While I had clearly written addressed to Public Information Officer, DC office Ranchi. Public Information Officer is clear designation.

If I file the First Appeal , it will meet the same fate.

I am attaching the RTI application herein.

Kindly suggest me the appropriate solution for this direct denial of providing information

how should I cope with such situation

Please file a complaint under section-18(1)(a) of RTI Act before the State Information Commission for refusal to accept RTI Application. Attach xerox copy of the inscription made by the Public Authority on the envelop. Seek imposition of penalty u/s 20(1) and recommend disciplinary action u/s 29(2) of RTI Act.
