RTI means Right to Information i.e You have right to know what your Govt is doing with your tax money and whether it is expanding in a proper way or not. If you want to know something from a Govt .office ,if you think that all is not going in aright way you can move a RTI application with your queries with the concerned deptt. They are bound to reply with in 30 days . Kindly keep in touch .You will know in better way.
