Complain against Highway's officer in TamilNadu

Dear sir,

I want to complain aginst the Highway dept. officer(xxxxxxx) in Tamilnadu.
Actualy he is the onlyman getting salary of his family( husband& wife no children) from highways department for the past 17 years.
He was a poor man in the past. But now you cannot imagine how he is doing?. He has 3 houses at MAdurai city,2 houses in Thirumangalam and 2 houses at Aruppukottai, Car,Bike ,Jewels. He is working as low level officer( studied PUC). Even no other side buisness. He is cheating the Government and support private contractors. How do i write complaint against this?.
Please advice me and support Government.
