Who is the Appellant Authority after Joint District Registrar

I have filed an RTI to the Sub-Registrar, after not receiving any reply / the document,
I filed first appeal to Joint District Registrar, under RTI section 19(1) still I am not getting any reply.
Now what should I do.
What is the section for second appeal and who is the second appellant Authority.

2nd Appeal under 19 (3) of the RTI act & with SIC (STATE INFORMATION COMMISSION) & as per: Mahrashtra RTI Rules - Guide

Note: You need to pay Rs.20/- as fee for filing 2nd Appeal with Mah. SIC.

Had you paid the same while filing your First Appeal or not ??

Yes I have paid Rs.25 for first appeal.
RTI Commissioner and State Information Commission are they same.

Information COMMISSIONER is officer & State Information Commission is the office.
