How to get certificates from college?

I have studied in an engineering college affiliated to JNTU university,HYDERABAD.
Due to personal reasons i have discontinued my studies in middle(2nd year onwards).
My original 10th and 12th certificates are stuck up with them.
I need my certificates back.
The college authorities are insisting to pay the full 4yrs fee to get my certificates back.but i can't pay that amount.

I would like to know whether there is any rule that i should pay the fees in full even though i haven't studying?
and also any way out to get the certificates other way?
