Forced Inspection in case of clearly identified Information
Applicant has sought Information on 5 queries in documentary form which is clearly identifiable . The PIO , after well over 45 days has asked the Applicant to " come and verify the records after getting appointment as the Information is bulky and can not be sent by post " .
Applicant due to some reasons is unable to go for such "Verifying" .
Plz suggest the remedies available to Applicant in such a case .

He has to assess how bulky it is. If it is really very bulky it is difficult to shrug off the suggestion to inspect the documents first. It is a fair offer. If the info is not all that bulky he can mention so and reiterate to sendthe copies without insisting on verification. Also remind the PIO that since the reply was received after the mandatory period of 30 days the copies are to be given free of cost.

The Information is straight forward , seeking information on one application [ non-RTI ] earlier filed before Authority:
1. docs showing date and diary number of said application [ non-RTI ]
2. docs showing date when the said Application was put up before XX Officer
3. docs showing all notings on the said application
4. docs showing date of final disposal of the said application
5. copy of order on the said application
So the Information should not constitute more than 15 documents in any case and it is a clear file relating to one particular matter .
Applicant for obvious reasons does not want to Inspect the file as the Information has already been identified clearly . The PIO supplied the copy of final Order , but with-held other Informations that tend to show the reasons for inordinately delayed action on the said application .

Obviously the PA does not want to know the reason for delay or the person who took the decision (in case that decision was not favourable to you). There is no other go than to go for first Appeal, in all probability followed by second appeal to CIC. Depends on the tenacity of the applicant and the stake he/she has in obtaining the info.
