IF you have signature of the officer, you can get his details (name, designation etc) through RTI

Appellant submitted RTI application dated 21 April 2011
before the CPIO, LIC of India, Bhopal seeking details
regarding Name, Designation of person whose highlighted
initials appear in several documents enclosed with the RTI
    application.

    Decision notice

    7. Commission sees no reason to deny the information sought
by the appellant and CPIO has not been able to justify the
application of section 8(1)(e) and section 8(1)(g) in denying
disclosure of information to the appellant. Accordingly CPIO
is directed to provide information as sought by the appellant
within three weeks of receipt of the order.
