Do you seriously think that any Government Department is ever short of 'staff'? For the last six years the Central Government has been following a policy of 'optimization of manpower' under which every year out of direct recruitment vacancies that occurred only 1/3rd was allowed to be filled up and the remaining 2/3rd was abolished. And yet the Govt is as fat as ever!
