An Attempt to facilitate a person for filing an RTI Application through electronic means Section 6 RTI Act
Hon'ble Ld Members Provisions of Section 6 (1) of RTI Act says “A person, who desires to obtain any information under this Act, shall make a request in writing or through electronic means in English or Hindi or in the official language of the area in which the application is being made, accompanying such fee as may be prescribed…” and I have found that most of the Public Authorities have not facilitated a person for filing an RTI Application through electronic means.
Hence I going to file an RTI Application before the Hon'ble PIO of CIC requesting to provide the
- Total number of public authorities as per the record available with (irrespective of their ministry or department that are reporting to) this Hon’ble CIC in terms of section 25 of the act,
- Names of all those public authorities previously mentioned at Para No.7.(01) along with their addresses if it would not disproportionately divert the resources of or would not be detrimental to the safety or preservation of the record available with this Hon’ble CIC.
- Total number of public authorities, if any that has given the facilities to a person for filing an RTI Application through electronic means accompanying such fee as has been prescribed in terms of section 6 (1) of the RTI Act.
- Names of all those public authorities previously mentioned at Para No 7.(03) along with their addresses for filing RTI Applications through electronic means if it would not disproportionately divert the resources of or would not be detrimental to the safety or preservation of the record available with this Hon’ble CIC.
- Total number of public authorities, if any that has not given the facilities to a person for filing an RTI Application through electronic means accompanying such fee as has been prescribed in terms of section 6 (1) of the RTI Act.
- Names of all those public authorities previously mentioned at Para No 7.(05) if it would not disproportionately divert the resources of or would not be detrimental to the safety or preservation of the record available with this Hon’ble CIC.
- Information about the steps taken by the Hon’ble CIC against all those public authorities previously mentioned at Para No.7.(05) to facilitate a person for filing an RTI Application through electronic means in terms of the various provisions including section 25 (s) and /or spirit of this RTI Act.
- By what mode a person can make the payment of fee if he is filing the RTI application through electronic means to the public authorities previously mentioned at Para No. 7.(03)?
- Provisions of Section 6 (1) of RTI Act says “A person, who desires to obtain any information under this Act, shall make a request in writing or through electronic means in English or Hindi or in the official language of the area in which the application is being made, accompanying such fee as may be prescribed…”
I. Please provide me the address where, I can make a request this Hon’ble CIC to obtain any information under RTI Act through electronic means in English or Hindi or in the official language of the area.
II. How can I make the payment of fee if I am making request to THIS Hon’ble CIC to obtain any information under RTI Act through electronic means ?
- Provide the each and every details of movement of the RTI application on daily basis to ensure that steps have been taken to provide the requested information as expeditiously as possible in letter and spirit of the Section 7(1) of the RTI Act in the following format*.
S. No.
Date on which Application received Name and designation of The officer receiving it.
Action taken Date on which forwarded to Next officer/office.
Hon'ble Ld Members are requested to suggest any modification, if any, to aforesaid questions / requests for information.
My purpose is let CIC (under section 25 (5) of the RTI Act) to compel all public Authorities to tofacilitate a person for filing an RTI Application through electronic means in provision and sprit of Section 6 of RTI Act

Only information pertaining to items 1, 2 and 9 will be available with CIC.Sponsorer
CIC will not have any of the other information you are asking.

Thanks a lot for response. Let us see how CIC responses to the propose RTI application. You are requested to suggest modification, if any, to aforesaid questions / requests for information.to compel all public Authorities to to facilitate a person for filing an RTI Application through electronic means in provision and sprit of Section 6 of RTI Act.
You are further requested to encourage your friends, if possible, to response against this post.

There is a better way:
Take 5 OR 10 important (VIP) PAs whose PIOs email ids (or the head of the PAs email id) you can locate in the public domain.
File a RTI application through email.
See what happens and then take it up as a first appeal or complaint with CIC.
NOTE:
If you want to go all the way, consider doing the same thing (ie filing RTIs) through SMS and through FAX.
Even SMS and FAX are electronic means !
You can do this if you have the Mobile Number of the PIO and/or the FAX number of the PIO / Head of PA.
I am suggesting this because if you are doing something, might as well cover all angles of the issue.
You have to be prepared for a very long innings on this and have to be strong willed to persevere.

The first appeal cannot be filed through e-mail.
