house rent is too high.

my name is abhishek. I am a tenant who lives in malad west. The landlord of the house din told us that his building is on a bmc notice, the walls are cracked evrywhere.. Water drops from the walls 24 7. There is no flush in the toilet.. The landlord is not showing any interest in it. The rent was decided 15 thousand per month but we dint knew any problems about the house at that time nd he dint bothered to tell us. The other people who lives in this building pays allmost the half what we pay. Please i want help regarding this. I want the rent to be low.. Tell me the procedure. The house is at chincholi bunder marg nd the building name is haral kutir.
