the govt dept wise vary in the pay order favour or constant name pay the pay order in the name of the particular pio. I will some details required in the district administration office.

Each public authority normally specify the authority in whose favour the cheque/demand draft/Postal Order etc are to be drawn. Better to find out the correct designation from the concerned department from whom you desire to get information.
