complaint with RBI

I want to make rti note against central bank of india, because they doesn't pay me my recovery commission since last year, what can I do ? how process will be work for my problem please guide me. my e-mail is (Posting of mail ids is against forum rules-hence deleted)

First put a RTI to Central Bank of India asking details on record why your commission is stuck.

Do not put questions in application start wit Please supply information on record ...... like this.
