A very frustrated and irritated PIO
For the first time in Six years, I have received a very strange reply from a PIO, in response to a RTI application (and another first appeal). Looks as if this PIO is real frustrated and irritated by my RTI application.
The PIOs letter and my subsequent rejoinder is attached to this post.

Perhaps Hon CJK's reply worked, recently an appellant has received most courteous reply from him and some times those people who annoy appear to be sincere. Even without asking any further information, even costly booklets were furnished free of cost because there is a delay in replying by three days.
But one can not understand the authority of CPIOs to preach, threaten, level allegations, misinterpret and mention those things are not directly or indirectly connected to the primary issue of providing information.
I thought that somebody might have already taken up this tendency of CPIO reply not relevant to issue and levelling allegations not concerned with issue with DARPG/DOPT but when those administrators are following the same style, other CPIOs follow them.
This unhealthy trends of applicants complaints against PIOs, and vice versa is not in good spirit. When it is part of their duty one can not understand the unreasonable irritation of PIOS for furnishing simple reply, unnecessarily causing strained relations and opinion formination by applicant that all PIOS are against RTI Act is not proper in long run. All directives of Govt., impose that citizens must be courteous and even inspite of such circulars by DOPT still PIOS have enough time to fill pages and pages of letters stuffing a simple letter with irrrelevant things provocating citizens. and even deny information all that with a strange reason that information disporportionately diverts their funds (though itis not a reason for denial as per RTI Act This tit for tat attitude continues without any purpose served.
Normally every informed citizen is aware as of Hon CJK name and his sincerity and struggle in implementation of RTI Act in letter and spirit. But when DARPG official sends a reply to him, it should have been either ignorance or arrogance. But things improved a lot now.. (Still CPIOS never promptly reply to applicants, and it is only FAAs that feel more responsible at DARPG)
