Rule for Surat, Gujarat

I shifted from 1 distt. to another in same state (from Ahmedabad to Surat in Gujarat) with my bike. i have all the document but the traffic police asked for NOC for transfer and always ask for penalty and settlement. Also they always used to say that this is new rule for Surat only..... Even if I have parked my bike in parking slot the towing vehicle pick my bike (bcoz of bike no.) and then ask for more than Rs. 200........ This is not only my prob.... even with my friends too who also have same condition......

Is there is a requirement of NOC while changing the city within a Single State?
If no so is there any special traffic rule for Surat, Gujarat?


please solve my problem as soon as possible.

First of all thanks for your information and I will definitely make a written complain but just want to confirm first that is there any such special rule make for surat that a bike which is purchased and passed from Ahmedabad - Gujarat is now bring at Surat - Gujarat, so there is a need of any NOC....
