    Writ Petition, to abolish illegal "Collegium", Against State Information Commission, Punjab

    My petition filed u/s 17 of RTI Act, to HE Governor of Punjab, to take action against the "Conduct and Behavior" of Ld. Surender Awasthi, State information Commissioner, Punjab, has been forwarded to an illegal mechanism created and titled as "Collegium" at the State Information Commission, Punjab, by the SCIC. This is strange and against the mandates of Section 17 where only Governor can seek opinion of Supreme Court for the purpose. The fault mainly lies with HE, Governor Punjab who is not following law.

    So, challenging this illegal act, I drafted the Writ Petition which is attached with this post. I am going to file it in a day or so. I just seek your kind perusal and any suggestion on the draft for deletion/addition.

    On this forum, many experts and advocates log-in. I hope that I will get their kind advice to make it a hit and successful, so as to make my RTI community whistle blowers, monitors and crusaders for the Strong RTI Act impacts.

    Wao, the petition was fixed for today. It was well argued by me and the court was convinced and jumped to action. The urgent notice given for 13.8.12(of 12 days), to Respondents, State of Punjab and State Information Commission, Punjab, with order for by hand service to Respondents SCIP through me. I am now in HC waiting for file to come to Registry and issuance of summons.
    One more success.

    The summons were issued by registry. The Service is made to State Information Commission Office on the very day at 4.00PM, on 1.8.2012. Waiting anxiously 13.8.2012, next date of hearing.
