Information that CANNOT be denied to parliament
Recently I put up a RTI application to Min Of Parl Aff seeking information on the powers and privileges of Parliament wrt information seeking ie “Can parliament demand from a Public Authority some information, papers and records? Under what circumstances? List of Information/ type of information that Can and CANNOT be denied to parliament”. Also, certain specific information like ‘Merit list prepared by public authority for promotion of its employees’ could be sought or not.
The website of Min Of Parl Affairs gives names of six CPIOs, each one with specific demarcation of subject area. One has to himself carefully choose the officer he should apply to.
None of the email address given was accepting emails.
Nowhere is the information regarding who should one address the PO to.
I sent application to Shri A.K. Jha, Under Secretary (Members Emoluments) & CPIO, which he rejected citing two reasons. First being PO not properly addressed. Second subject matter does not pertains to the ministry. He also suggested me to write to either Min of Public grievances or Lok Sabha / Rajya Sabha Sectt.
Interestingly Min of Parl Affairs RTI records show most of the RTI applications being rejected on such grounds
Can any body suggest who I should write to?

Jha should have redirected your application to exact location of information sought by you, rather than asking you to apply to another ministry/dept. This is mandatory as per section 7.3. As for location of PIO please refer following link:Sponsorer

Please avoid wording queries in question form. It should be request for information. You may now submit fresh application to ministry stated by Shri Jha.

If you file a RTI application to the CPIO of Lok Sabha, you have to follow the Lok Sabha RTI Rules. Did you follow those Rules ?

Regarding the second query file the RTI application with the respective department. How will the Lok Sabha have a merit list pf candidates of some other department/ministry ?
