Delaying and avoiding giving information, costs double penalty

Appellant filed RTI on 2.2.11 to PIO & Secretary, Gram Panchayat, seeking following information:

1. When decision of SIC in appeal 2659/2009, reached your office and what action taken by you on its compliance?
2. SIC had directed to pay penalty of Rs 5000. When this was deposited in SIC and if not deposited reasons for that.
3. If any review petition filed by you on above decision, that inform under which provisions?
4. Since there is no provision of’ Review’, so in place of obeying order, to defer compliance if any decision taken provide copy.
5. Please give documents showing amount Rs 5000 to be recovered from Secretary, as per said decision. If not give reasons.
6. If above recovery recorded in service record of secretary, provide relevant documents.
7. Day to day progress on file.

SIC did not find submission (by letter) of Respondent Gram Sewak tenable, that his predecessor has not handed over said file to him. Hence no information given. SIC noted that in the said appeal decision, respondent PIO was directed to provide information and pay penalty of Rs 5000. Both compliance not done. So neither information given and also delayed.

Respondent informed he tried to gather about file did not succeed. A Penalty of Rs 15000 was imposed on PIO(SDO was directed to pinpoint guilty Gram sewak and recover penalty from him) along with order to provide complete information.
