Education allowance

Sir,
I ma a central government employ at Muzaffarpur, Bihar . My ward studies in "BANASTHALI UNIVERSITY",Jaipur std. 11th . I have submitted annual fee of year 2010-11 and in fee receipt there was written everything alone like - education fee Rs.48000 , Hostel charge Rs.24000 and etc. I want know that according to the new circular of government i will get only hostel fee or either both hostel and education fee together maximum Rs.45000.
