Please preserve envelopes and keep CIC posted of developments after filing appeal/complaint. Such tactics are common in RTI.

If you have received back dated letters, file another RTI with bank seeking date of actual despatch and photocopy of record of despatch where the envelope was entered into, with names of clerk or computer operator and his supervising officer who made this entry. If the back dated letter is prepared on a computer, you may seek date when it was drafted and finalised/signed, since computers can show when these letters were fed in computer. This RTI will stop such unfair tactics for saving defaulting PIO from penalty by CIC.

In fact, falsification of record by public servants [which include bank officers] is a crime punishable under IPC section 218 and 477A. You may make this as a note in RTI application so that bank officers know that they are playing with fire by such falsification.
