Need Help: 1st appeal fees

KMC 1st appellate authority office asks for rti fees for Rs 10 for deposition of the application. Is there anything i can do to end their malpractice except for sending it thru speed post.

a. What is KMC ??

b. You need to pay fee for filing FA only if its provided in the rules. RULES can be checked here:Centre/State RTI Rules and Fees - Guide

c. In my application i add a point. You can try the same also.

Note:

It has been decided by CIC on 31/12/08 (Case no. CIC/OK/C/2008/00809) upon repeated submission by appellants before CIC about non receipt of reply sent by PIO, CIC directed PIO to ensure that all replies to RTI applications henceforth are sent by Speed Post / Registered Post.

In west Bengal, we dont pay 1st appeal fees but these people dont know the rules and make unjust demands

You can file a complaint under Sec 18(1)(f) to the West Bengal SIC.
You have to include written evidence that they demanded Rs 10.00 for first appeal fees.

file FA without fee and let them reject the Appeal on those grounds . Then go for SA . If you have evidence of demand of Rs.10 for FA , you may file a Complaint with IC u/s 18 .

Meanwhile file another RTI with this PA seeking Rules / documents which prescribe charging for FA .
