RTI Broucher in Urdu language

Can any body provide information as to where the broucher on RTI laws and guidance can be obtained from? A number of urdu knowing citizens of Kolkata and suburbs are requesting me for the broucher.It will be of immense help if some one comes forward and provides the detail on this site or on my private e-mail. Dr Pathak may kindly take interest in this matter and may use his good office for the benefit of public. More over, can RTI application be made in Urdu or Hindi language in West Bengal where non of these languages are recognised as official? In which language a person is supposed to get reply if he submits his application in other than Bengali or English language in West Bengal?
Other important issue is that none of the State Government offices have published the statutory information under section 4 either on web site or through other means of communication.In this case whether a P.I.L will lie in Calcutta High Court against the West Bengal Information Commission or a simple writ petition u/A 226 will be sufficient
to get the work done from the Government?
Please advice me. From where the sample Writ Petition can be collected on the web.
