Ration Card Scandal

! Today, I heard a very strange happening regarding wrong usage and possession of a ration card. The lady who helps me in my work is from below the poverty line. Her husband is a drunk and beats her ruthlessly. To support his habit, he pledges whatever he finds in his house. This is not news but wait till you hear this one! He has pledged the ration card with a pawn broker for Rs. 800!!
His wife has recently approached the police and filed an FIR against him for his atrocities on her. The police registered the FIR and have asked her to bring her ration card as some proof of her address. It is not possible for her to even cross her husband's path as he is waiting to punish her further. She approached the pawn broker to see if he would return her ration card and also informed him that the police have asked her to produce it as proof of her address.
The pawn broker refused to give her her ration card unless her husband returned his 800 rupees! He said he was not bothered whether it was the police who was asking for it and would not give it even if they came to his doorstep.
Of course I can give her the 800 rupees to release her ration card. But that is not the point. Is it legal for a pawn broker to accept a ration card in exchange for lending money at an interest?
Any wise readers would like to offer some help on this issue please?

This is a regular occurence among the BPL group. Only thing I doubt is if the pawn-broker has paid Rs.800/- for pledging the card.
It is by all means illegal for anybody to pledge his card and more so for a money lender to take the family card as security. But the power to check the same remains with the civil supplies department only.
If necessary, your servant maid can add in her FIR that she is unable to provide proof of address since the family card is pledged to the money lender.Posted 06-07-2008 at 10:45 AM by ganpat1956

Thank you Ganpat for your response. Yes she will be approaching the civil supplies department with her complaint and will also give in writing to the Police about the matter. The official FIR copy is with her already and I dont know if that can be changed at this time.
