Why do we need acts like right to information

On 10 Feb 2009 I had sent the following e-mail to Commissioner of Police, Delhi on his official mail id requesting about their policy of Tenant verification for those people who are living in rented Govt. Accommodation.

“Sir, Would like to appreciate and thank you for the initiatives taken by Delhi Police for the safety of citizens.

Delhi Police has taken an initiative to get the verification of all those living in rented houses, for this a number of special drives are taken at times like the one we are running presently.

Sir, as we all are aware that you have made it mandatory to get one's tenant verified by the local police authorities prior to letting out the accommodation. But it is seen that a number of Government flats are rented out by the original allottes to private persons. This act of theirs not only violates the basic terms and conditions of allotment of Govt. accommodation but also clearly flouts the law by unknowingly harboring criminals/anti social elements as no Govt. employee would dare to get his tenant verified before letting him in.

Sir, would like to draw your attention and help in knowing, whether, the Delhi Police ever taken any such special drive in Government colonies. If yes, what action is taken against the Govt. employees even if the tenant is a genuine person, as letting out of Govt. accommodation is itself a contravention of law.”

This mail was acknowledged by Commissioner of Police, Delhi on 13 Feb 09

“ thanks for your E-mail. Your E-mail has been acknowledged by Commissioner of Police, Delhi and the same has been referred to the Addl Commissioner of Police/Police Head Quarter for further necessary action and your reference No.is 912/E-mail dated 11/02/2009. You may contact him on telephone No. 23490226 and his e-mail ID is addlcp-phq-dl@nic.in

Till date despite a few reminders I have yet to receive any reply.

Had the same thing been asked for under the RTI Act the PIO would have been bound to come out with at least some information on the subject.

    You have asked a good question with the commissioner of police. Not only govt. employees are letting out the govt. accommodation on rent, but also govt. accommodation alloted to MPs & ministers also letting on rent.
