President`s secretariat told to be definite in RTI replies

New Delhi, June 17: The Central Information Commission has asked the President's secretariat to be more definite in its responses to applications seeking information under the Right to Information Act. "The President's secretariat is cautioned to be more definite in its responses to RTI applications in accordance with the provision of the act," Chief Information Commissioner Wajahat Habibullah said.
The commission's direction came on an appeal of Noor Saba, who had filed an RTI plea with the President's secretariat, seeking information as to under "what circumstances an appointment (with the President) was not given to her since June nine, 2005."
In reply to Saba's query, resident of Rampur district in Uttar Pradesh, the President's secretariat said "it is stated that appointments are given on case to case basis depending on the merit of the request and also on the convenience of the President."
Following a hearing on Saba's appeal, the CIC said, "the request of appellant was specific, in that the information was asked as to why applicant had not been provided an appointment whereas the reply is only in general terms."
The apex transparency panel also directed the President's secretariat to provide information within 10 days to Saba, who had filed another RTI plea, seeking copies of three letters referred to the district basic education officer, Rampur, against whom she is fighting a case in the Supreme Court.
