Governance at doorstep with 50 kiosks

New Delhi: The first of the multipurpose kiosks of Delhi government that were to facilitate a range of services from making of new ration cards to getting an appointment in hospital will be in place by August 15.

The state IT department entered into a MoU with an infotech company on Tuesday for the setting up of 50 kiosks in the first phase and 500 in all with the aim of bringing 104 government services to the citizens’ doorstep. Though most of the government department are on board, business to consumer initiatives like movie tickets would take a while to come. Initially christened Delhi Online and later Jeevan, the project seeks to bring governance at the citizens’ doorstep and as senior IT officials point out, would actually simplify matters for both the citizens and the government, costing ‘‘-19% in revenue.’’ More importantly right now though, officials say the initiative would mean that a separate verification exercise every time a citizen applies for something would be a thing of the past as all verification information would now start being stored in a central server that is accessible to all departments and utilities.

State IT secretary Rajendra Kumar said: ‘‘We have signed a MoU with 3i Infotech. In the first phase we will set up 25 kiosks and they will set up 25 after which they will go about setting up the rest and also liaisoning with other agencies and corporates for broadening of services. Work is currently on in the 25 showpiece kiosks at various places and the first fully functioning kiosk would be inaugurated by August 15.’’ The kiosk will be inaugurated by the CM.

The final plan is to open 1,500 kiosks that will emerge as the one-stop mediator for all govt-citizen and many private sector-citizen interfaces too. Apart from prominent government offices like the divisional commissioners office, the kiosks will come up at strategic locations to ensure that they are within the reach of all Delhiites. Each of these kiosks will have 5-10 counters and the citizen will need to pay a service charge of Re 1-Rs 3 for availing some of the services.
