2. 	Dr DPSINGH , I thought ,in this Blog ,you were supposed to post YOUR ARTICLE in Tribune referring to milestone judgements of Punjab and Haryana High Court ,wrt private educational institutes (CMC Ludhiana and DAV) being subject to RTI. Because those judgements become precedent and mandated unlike CIC judgements.
