RTI Issues

I Had taken 2 two bike from citi finance and i cleared the loan for the first bike loan fully and for the second bike i had paid all the installments but they are asking me 5600 rs for ECS return Charges so i told them i will pay it later while taking NOC for the second bike but when i went to take NOC from the bank for the first bike which loan is totally clears i had the final settlement letter issued by the bank but they are not ready to give the NOC saying that yours dues are pending in your ...
