			<description>You can now access your Credit Information Report (CIR) directly from CIBIL. As you may be aware, your CIBIL CIR is a factual record of your credit payment history compiled from information received from credit grantors. The purpose is to help credit grantors make informed lending decisions - quickly and objectively, and enable faster processing of your credit applications to help provide you speedier access to credit at better terms.
You can request a copy of your CIBIL CIR as follows:
* Letter: Address* 
1. Write to CIBIL with the CIR Request Form duly filled in 
2. Also mail self attested hardcopies of your Identity Proof1 and lastest     Address Proof2 documents and Fees3 to P.O.BOX 17, Millennium     Business Park, Navi Mumbai- 400710 
3. Once CIBIL receives the documents and Fees3, your request will be      processed and copy of your CIR will be dispatched to you. 
 
1. Valid Identity Proof: PAN Card/ Passport/ Voters ID (Mail self attested hard copy of any one of      these Identity Proofs)

We agree with learned Counsel assisting appellant Ms. Lakshmi Jayashankar’s rejoinder quoted above that none of the grounds decided upon for denying information is valid. Under Rule 4 (a) of the RTI Act (Regulation of Fee & Cost Rules) 2005 which came into force on September 16, 2005 a fee is expected to be charged for each page “created or copied”, which indicates that all information held by or under the control of any public authority is accessible to the public as is covered by the ‘right to information’ defined in sec. 2(j), even when it needs to ‘collected’. This is, of course, subject to the exceptions laid down in sec. 7(1).<O:p></O:p>

<font face="Arial"><font size="3">We agree with learned Counsel assisting appellant Ms. Lakshmi Jayashankar’s rejoinder quoted above that none of the grounds decided upon for denying information is valid. Under Rule 4 (a) of the RTI Act (Regulation of Fee &amp; Cost Rules) 2005 which came into force on September 16, 2005 a fee is expected to be charged for each page “created or copied”, which indicates that all information held by or under the control of any public authority is accessible to the public as is covered by the ‘right to information’ defined in sec. 2(j), even when it needs to ‘collected’. This is, of course, subject to the exceptions laid down in sec. 7(1).<O:p></O:p></font></font><br />

I suggest that whenever appellant/complainant is not satisfied with decision of  an IC, he should represent the matter in personal name of concerned IC, with copy to Chief Information Commissioner and Secretary of DoPT, <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:place w:st="on"><st1:City w:st="on">New Delhi</st1:City></st1:place> and Head of Dept which oversees RTI act in the state. The representation should be detailed one, preferably drafted by experience RTI activist, with all supporting averments or earlier decisions of  other SIC/CIC in similar matter.<o:p></o:p>
<o:p> </o:p>
If this is followed, it will have administrative, moral, positive and  persuasive pressure on ICs to refine their future decisions and approach towards information seekers. They will realize that their decisions are being audited by public. Creation of record of defective decisions will also be a deterrent. Govt and Chief Information Commissioner can take administrative steps to correct the situation. There are small solutions to big problems. Little money, time and efforts will have salutary bearing on decisions of ICs, if large number of aggrieved citizens act against faulty decisions of ICs.<o:p></o:p>

<font face="Arial">I suggest that whenever appellant/complainant is not satisfied with decision of  an IC, he should represent the matter in personal name of concerned IC, with copy to Chief Information Commissioner and Secretary of DoPT, <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:place w:st="on"><st1:City w:st="on">New Delhi</st1:City></st1:place> and Head of Dept which oversees RTI act in the state. The representation should be detailed one, preferably drafted by experience RTI activist, with all supporting averments or earlier decisions of  other SIC/CIC in similar matter.<o:p></o:p></font><br />
<font face="Arial"><o:p> </o:p></font><br />
<font face="Arial">If this is followed, it will have administrative, moral, positive and  persuasive pressure on ICs to refine their future decisions and approach towards information seekers. They will realize that their decisions are being audited by public. Creation of record of defective decisions will also be a deterrent. Govt and Chief Information Commissioner can take administrative steps to correct the situation. There are small solutions to big problems. Little money, time and efforts will have salutary bearing on decisions of ICs, if large number of aggrieved citizens act against faulty decisions of ICs.<o:p></o:p></font><br />

			<title><![CDATA[THE ANATOMY & THE HISTORY OF DIVISIVE POLITICS]]></title>

			<description><![CDATA[                We started out on our journey as republic with divisive politics.  In fact, the malady is inextricably ingrained in the very system of our  governance.  It was  for  his successively leading the Congress Party to the winning post in all the general elections fought under his leadership on the strength of solid Muslim votes assiduously cultivated, fostered and nourished by him, that India’s first Prime Minister, Jawaharlal Nehru earned the  tag: “The First Muslim Prime Minister of India.” 
  
                  He  inherited the British policy of ‘Divide & Rule’ disguised it in “Quota & Reservation in jobs etc. for the selected sections of the society” on the basis of their ‘social’ as against ‘economic’ status, which has since reinvented itself, many  times over, and in multiple forms, penetrating deep in the civic society and the polity, and has since come to be universally recognised, with loads of trepidation and frustration, as “Divisive Politics.”
  
                  While the minority (read Muslim) vote-bank still continues to remain the mainstay of the Congress Party’s political culture, the divisive politics, over the years, has displayed the uncanny tendency to blossom forth into multiple strains as it hybridized into V.P.Singh’s “Muslim-S.C &S.T.-OBC” variety, several years ago,  but is still being fondly cultivated. fostered, and nurtured by  the likes of Mulayam Singh, Mayawati, Amar Singh- the list is long. Public memory is proverbially short, but not so short as to forget how this strain of divisive- identity politics once catapulted the one of the wiliest cats of the jungle of U.P. politics to the top post, and brought the other one dangerously close to grab it. 
  
                  However, in the sixties when it tried to spread its vicious tentacles in Maharashtra, the awakened and enlightened Marathi people could not resist but to counter it by breeding and developing its yet another strain. Their great leader- Bal Thackeray- founded Shiv Sena in the fifties.  Under the leadership of much-venerated Shiv Sena patriarch Bal Thackeray, they went ahead to cultivate and  breed “ Regional-cultural-linguistic” variety of it, christened “Maharashtra for Marathi.”  As the poison kills poison, this culture is now proving a lethal weapon, not only against the divisive politics as such, but mainly so against those who, till recently, have been reaping bumper harvest of political gains by gleefully perpetuating it for the furtherance of their own entrenched vested interests for several decades now. It looks extremely ridiculous on their part when they criticise the most respected leader of the region for something what their own leadership had earlier invented and used to the hilt to repeatedly gain political mileage over its rivals in the politics in all its spheres.  During the earlier seventies, the writer of these lines spent about 6 years in Nagpur where he,  even then as a very  young school-going boy, could palpably perceive the all pervading influence of the leader over the people.
  
                  Pretensions to the contrary apart,  divisive politics of   quota/Reservation in government jobs, seats in the educational institutions and other such matters selectively for certain targeted groups, even if draped and decked with the covering of social justice, does what it would invariably do-i.e. Dividing the nation,. Such act of preference to selective groups or communities, by any name, certainly disadvantages other communities, and as a consequence, keeps the nation divided. Unfortunately, the politicians across the board, cutting party-lines, keep sitting pretty while the governments run by them perpetuate this worst form of racism albeit in disguise of social justice even if it results  in fragmentation of  society, and  divides the  nation. Divisive politics by any other name cannot get any less vile.  You cannot fool all the people  all the time.
  
                  Where this  politics of exclusiveness, quota/reservation, identity and vote-bank, religious-cultural-linguistic chauvinism, the stuff by which the Divisive Politics is made, would  lead us to-  Balkanisation of the nation, where else?
  
                  The interesting, though hugely disturbing,  aspect of the phenomenon is that the quick-fix-solutions,  instead of containing the malady which is inextricably intertwined with our very system of governance, go only to fuel its growth in different strains and forms.  As no political outfit or individual can gain any ascendency over its rivals without resorting to it, it would be highly despicable and downright in the bad taste to blame any individual politician or political party for embracing it in pursuance of their cherished political ambitions. 
  
                   The culture of identity and selective politics and the politics of vote bank is integral to our system of governance and we will have to live with the evil so long as this system lasts.  For winning the next election, all that a ruling political party needs to do is to distribute huge largesse from the Exchequer among the selected, targeted groups at the material time, during  the run up of general elections.  Thanks to the system, such ad-hoc measures have paid rich political dividends all the time in every  election in the past, and can safely be relied upon for gaining political mileage over the rivals in the politics, in future as well.  
  
                  The divisive politics has its roots in our system and as such it will require overhauling the system itself, if we are interested in destroying it-lock, stock and barrel. Blaming the individual politicians or the political parties for the evil is tantamount to not seeing the wood for the trees, and  prove counterproductive.
  
                    The remedy lies only in replacing this system with the American Presidential model, and sooner we replaced our Westminster type Parliamentary form of governance by the Presidential model, the better it would be for the health of our democracy.

*At present if a person shiffted from one place to another place he goes to electoral office or dept for requesting the change of address but unfortunatly its govt drawback that perticular months are given for these and that too are not sure, because Identity card is an important ID which can be shown in many other office procedures and if their is not correction in address then it make difficult to manage the officers because these things are common to all and in this Ration Card , Electoral Identity card , pan card , these all are very important things and for every one these cards are to show in any feild like form , applications , jobs, pan card appy, and other imortant forms were these has to be shown and for these the state govt and central govt should make the electoral identity card and ration card change of address to be mandatory and must be open separate counter with aknowlegment to be give when a person is applying for a change of address .*
 
*Here in Tamil Nadu no dept is giving correct aknowlegment and by taking to task then only they are giving aknowledgement these all must be checked strictly by election commission of india and the state election commission of india to direct the district collector and district election officer to take the Card and as son as possible to give it to the person concern but its fact that in india these are all make a total corruption and beaurocracy , after giving for change of address in electon identity 4 to 5 months gone and these officers ( election commission of india and election commission of Tamil nadu ) cannot send a reply why its a big ? I have been told by my friend that there was an article in Newspaper dated 7th January, 2009 stating that " CIC has given permission that if anyone asks for it under RTI Act the Income Tax department will have to hand over the Information."

			<description><![CDATA[My sister-in-Law has decided to file a case against Education Officer due to the fault of the Officer which he has committed.

The Advocate looking after the case of my Sister in Law's failed to file the case from last five months even though each and every document is been handed to him. It seems that he was interested in cornering his fees and not in case and I suspect that he may have taken the money from the Officer (as he knows him).

I just wanted to know is there any way or can we approach someone or some Higher Authority through RTI Act, so that we can file a complaint against the Advocate we have hired so that he would follow a discipline approach towards his work and file the case....]]></description>

			<description>*Be Alert Site Owners the illegal Construction and capturing others site increased in tamil nadu as well as in India , the Contractors and the Power Agents taking this type of job neglecting owners present and finally the land and house goes in dispute site and the contractors took their money by constructing houses very fast without providing plan approvel and at last the buyer, and the deviation done by the contractors by violating the Town and country planning Acts they are selling the houses for the money .*
 
*Now a days the land value increased and the contractors and the Power Agent persons putting blind to govt officials and make forged documents and they get registered by registrar and the registrar not even scrutiny the document after giving objection letter by the people whose land the contractor illegally took by forged to register the document , and construction they start and finally they sell the house by cheating the buyers .*
 
*These all are big crime going in India and the officers too know all about these but very few cases the LPA or DTCP taking action against them , At present more than 85% of houses are going constructed in Tamil Nadu were without plan approval the work are progress, and for all these the Registrar Offices must be checked by the LPA officials .On 05 dec 2009 the Supreme Court of India bench ordered that “No mercy for builders for unauthorized Construction”. Iron punishment to be given to such activities .*
 
*Today the Approved Layout Plan are deviated and capturing another persons sites and illegal construction are started , the officers who gives notice to stop the Work even the Contractors continue the work is highly criminal attitude in the society for that the new rulr has come that the court will not entertained the show cause notice given to Stop work to continue for an appeal* .
 
*The illegal Construction work done through Contractors must be immediately stopped by Collector or the LPA officer so that such crime should not be go in future , and the govt has to instruct the officers to check round the clock were such illegal activities are going on for that the district collector has to deploy the officers to wash out the illegal construction of building and capturing others site and making construction for their benefit and at last the procedure goes to court and in India the Justice delay is justice denied follows and after winning the case the contractor already sold the house to another person and escape from that place . *
 
*So these system has to be stooped immediately by officials with strong action . Then only the dignity of the country will be in safe hand other wise it will be very complicate to solve the problem , and their will be a chance of provoking crime too. 			<description>RTI has empowered common to question those officers who were earlier inaccessible to common man. There is no faer of earning the wrath of an officer. I asked a rude Principal of a govt. school about the facility provided to the students of the school. The school was running from 8.00 am to 3.00pm. The Principal himself was found counting the number of fans in each class rooms. The timing was changed from 8.00am to 1.45pm as soon as my application reached. Despite less punishment by the CIC terror in the minds of PIOs compel to put the things right.</description>

RTI 2005 Act is for fast work done and for transparent between the govt servent Vs Public Servent . ignoring this gets delay on govt work process so the PIO and RTI office bears must do the file work done as soon as possible other wise the innocent people belive will be just a dream and at last too whom we belive question will arive .

"In an unusual move to ensure compliance by a public official under the Right to Information (RTI) Act, the Arunachal Pradesh state information commission issued an arrest warrant. Needless to say not only was the public information officer present at the next date of hearing but also gave the requisite information after some delay. 
 
Applicant Tago Pai Camdir had asked for information regarding details of appointments in the state art and culture department in June 2009. With no compliance by the department, the information commission asked the department's deputy director J Siram to furnish the information within three days and also explain why the Civil Procedure Code should not be invoked against him for causing "unreasonable delay''. Despite the July 13 order, the applicant did not get the requisite information and at the next hearing on July 31, the PIO, J Siram, was absent. Irked by the non-compliance, information commissioner Toko Anil issued an arrest warrant for Siram under CPC order XVI, rule 10(3) that allows for a warrant to be issued to summon a person to ensure his or her presence in court. In his order, Anil said that "....it appears that the PIO/APIO has given less importance to interim order passed by this commission...which tantamounts to non-compliance of the order.'' 
 
Not only was Siram forced to execute the bail bond but had to give a written explanation on the delay where he blamed non-cooperation by department officials. Ruling that the explanations given by Siram and his colleagues were not satisfactory, the commissioner issued a showcause notice on why a penalty of Rs 250 per day for 30 days not be slapped on the PIO. 
 
While the fine was finally waived off, the department seems to have learned a hard lesson and has promised to set up an RTI cell and ensure compliance under section 4 of the RTI Act that mandates proactive disclosure by all public institutions".

*The offices bears just avoid the files and the sufferer are only the public servant , and these is going all over India , when the RTI ACT deployed in all states TN state restrict RTI Act in TN but by the orders of Supreme Court the Tamil nadu state deployed RTI Act on their offices and now more than 1,50,000 applications are reached to the State Information commission of which orders had been issued on 90,000 is on the way . <font face="Verdana"><font color="green"><b>RTI Act 2005 will help to solve their problems with a transparent way but for that their must be no politics involved in offices make restriction on the progress of the files its public to come forward and be united who suffered a lot for their innocent work done in offices and got many months or years RTI ACT will give them a transparent Justice a New Freedom of ERA is RTI ACT 2005 that is Right to Information to the Right People . </b></font></font><br />

<font face="Verdana"><font color="green"><b>A Genaral Awareness to all citizen of India about RTI ACT 2005 should be given and for that RTI India.org online portal by the Administration of Dr. Kushal Pathak, Senior &amp; Members are doing their best to resolve the problems of the people of India to guide and help to understand the RTI Act 2005 for their work done in offices .</b></font></font><br />

I take efforts to keep myself abreast of situations the world over, and make it a point to reinforce this information through using it wherever, whenever I can. I was following the campaign for RTI even before the campaign became a force, and was following discussions on what the proposed act should do and what it should not, what machinery should be created to implement it etc.

Somehow, when the Act was finally in place, I lost interest and did not keep tab on its progress or otherwise. As I was to realize later, it was a mistake.....</description>
